He has clarified that he doesn't want an amendment to ban marriage rights in every state, as the FMA would have done. He seems, alas, unaware that the Full Faith and Credit clause of the constitution has never applied and will not apply to civil marriage. Don't you think it would have happened by now if it did? Federalism can work without needlessly tinkering with the Constitution. And that's the conservative position.
